1. Weaponizing StateGigs.Com as a Threat is Strictly Prohibited.
You are strictly forbidden from using StateGigs.Com, its name, or its dispute/reporting system as a leverage, threat, or blackmail mechanism against other members during commercial disputes or personal conflicts.

2. Do Not Open Dispute Threads for Thread Trashing, Insults, or Slang.

Filing a formal dispute regarding thread hijacking/trashing, insults, slang, or offensive language is strictly prohibited. To report content that violates forum rules or bothers you, please use the built-in "Report" link directly beneath the specific offending post.

3. Do Not Open Dispute Threads for Direct Message (DM) Harassment.

If you are bothered by any Direct Messages (DMs) you receive, you must report the message directly using the built-in report system. Opening a public dispute thread regarding the contents of private messages (except for the cases outlined in Article 6) is strictly prohibited. Members who violate this rule will be subject to a suspension or ban.

4. Do Not Open Dispute Threads for Unfair or Retaliatory Trade Feedback.

Filing a formal dispute thread regarding unfair, false, or retaliatory trade ratings/feedback is strictly prohibited. To contest or report an unjust trade rating, you must use the built-in "Report" function located directly on the specific feedback entry for moderator review.

5. Do Not Open Dispute Threads for Multi-Account Reports.

Filing a formal dispute thread to report suspected multi-accounting or duplicate accounts is strictly prohibited. To report a user suspected of operating multiple accounts, please submit a reply to the designated Multi-Account Reporting Thread or simply use the "Report" button on any post made by the suspected user.

6. Do Not Open Dispute Threads for Off-Platform Insults (With Critical Exceptions).

Filing a formal dispute thread regarding profanity, verbal abuse, or insults that occurred during conversations on third-party platforms outside of StateGigs (e.g., Discord, WhatsApp, Skype) is strictly prohibited. The only exception to this rule applies to extreme cases involving severe personal abuse, credible threats of violence, or targeted harassment that would reasonably cause an individual to fear for their safety.

7. Keep Dispute Threads Concise and Avoid Bickering.

Dispute threads must be summarized briefly, strictly to the point, and free from unnecessary elaboration. Engaging in pointless arguments or back-and-forth polemics between parties is strictly forbidden. Members who needlessly prolong discussions and engage in polemics will be subject to a suspension penalty.

8. Do Not Open Dispute Threads for Off-Platform Transactions Without Forum Verification.

Filing a dispute regarding disagreements or transactions that occurred entirely outside the forum is strictly prohibited. The only exception to this rule is if the reported user has an active sales thread on StateGigs AND you have engaged in prior on-forum communication (via DM or thread replies) regarding that specific deal. Opening a dispute thread for transactions conducted directly off-platform without any prior forum messaging or thread posting is strictly forbidden.

9. Prohibition of Defamatory Labels, Hate Speech, and Racial Slurs.

Publicly branding other members with defamatory terms such as "[unverified claim - contact support]," "[unverified claim]," "fraudster," or "[unverified claim]" before a dispute is formally resolved by the moderation team is strictly forbidden. You may only use these terms after the moderation team has officially confirmed and marked the user as such. Furthermore, StateGigs enforces a strict zero-tolerance policy against hate speech. The use of racial, ethnic, or religious slurs, discriminatory abuse, or severe personal insults anywhere on the platform will result in an immediate permanent ban.

10. Do Not Open Dispute Threads Regarding Staff Members or Moderation Decisions.

Filing a public dispute thread complaining about staff members, moderators, or forum management decisions is strictly prohibited. The Dispute Center is exclusively for member-to-member commercial conflicts. If you are dissatisfied with an administrative ruling or moderation action and genuinely believe an error was made, you must first carefully review the official forum rules. If you still believe a mistake occurred after your review, you must escalate the matter privately by contacting the StateGigs owner, @Admin as a final resort.

11. Do Not Open Dispute Threads About Non-Members or on Behalf of Third Parties.

Filing a formal dispute thread against an individual who is not a registered member of StateGigs, or filing a report as a proxy on behalf of someone else, is strictly prohibited. The Dispute Center is designed exclusively for direct, member-to-member accountability. You may only file a dispute if you are the direct, registered party involved in the conflict. We do not process proxy reports, nor do we entertain disputes involving unregistered external parties.

12. Do Not Open Dispute Threads Without Solid Evidence or Based Solely on Suspicion.

Filing a formal dispute thread based merely on assumptions, gut feelings, or unverified suspicions is strictly prohibited. The burden of proof rests entirely on the accusing party. Every dispute must be backed by concrete, verifiable evidence (such as clear screenshots, transaction receipts, or chat logs) clearly demonstrating the infraction. Unsubstantiated claims or reports opened without solid documentation will be immediately dismissed and removed.

13. Do Not Open Dispute Threads Without Exhausting Private Communication and Providing Prior Notice.

Before initiating a formal public dispute, you must make a genuine, good-faith effort to resolve the issue privately by utilizing all available communication channels. Filing a surprise or 'ambush' dispute without giving your trading partner fair warning and a reasonable opportunity to respond is strictly prohibited. You must explicitly notify the opposing party of your intention to file a report before creating a thread in the Dispute Center.

14. StateGigs is Not a Court of Law or a Law Enforcement Agency; Criminal Matters Must Be Reported to Official Authorities.

StateGigs is strictly an online marketplace and communication platform; we do not possess legislative, executive, judicial, or law enforcement authority. The Dispute Center is designed solely for member-to-member commercial conflicts. Therefore, any complaints involving suspected criminal acts, severe [reported claim], identity theft, or matters requiring legal adjudication must be reported directly to the appropriate official authorities—such as your local police department, state law enforcement, or the FBI's Internet Crime Complaint Center (IC3). We cannot investigate, prosecute, or resolve statutory and criminal offenses.

Governing Law: These Terms shall be governed by and construed in accordance with the laws of the State of Delaware, without regard to its conflict of law provisions. By using the site, you consent to the exclusive jurisdiction of the federal and state courts located in New Castle County, Delaware for any disputes.

15. Limitation of Platform Action in Unresolved Disputes; Prohibition of Duplicate Threads and Forum Spamming.

Please understand our absolute operational boundary: If a member fails to fulfill a commercial agreement or refuses to issue a refund during a formal dispute, the maximum disciplinary action StateGigs can take is to permanently ban the offending user from the platform. We do not hold escrow funds, nor can we forcefully seize or reimburse financial losses. Once an offending user is permanently banned, our administrative investigation is officially closed. To recover lost funds or pursue legal justice, the victim must file a criminal complaint against the [unverified claim - contact support] with official law enforcement agencies (as outlined in Rule 14). Opening duplicate dispute threads regarding a closed case, or sharing the same grievance across different forum categories, is strictly prohibited and will result in disciplinary action against the original complainant.

16. Strict Prohibition of 'Doxxing' and Sharing Personally Identifiable Information (PII).

It is strictly prohibited to post any Personally Identifiable Information (PII)—including but not limited to real names, physical addresses, phone numbers, email addresses, financial details, or national ID numbers—in any public dispute thread. All PII evidence must be submitted privately via Direct Message (DM) to the assigned moderator. Publicly sharing any form of PII will result in an immediate permanent ban, regardless of the validity of the dispute.

17. Dispute Mediation is a Courtesy, Not an Obligation; Do Not Pressure Forum Staff.

StateGigs management and staff are under no legal or administrative obligation to investigate, mediate, or actively resolve peer-to-peer dispute threads. Our involvement in the Dispute Center is provided strictly as a voluntary courtesy and a community service to assist our members. Treating moderator mediation as a mandatory obligation, demanding immediate action, or harassing and pressuring forum management regarding a dispute thread is strictly prohibited. Members who pressure, demand, or harass staff regarding dispute handling will be subject to an immediate suspension or ban.

18. Strict Conditions for the Deletion or Removal of Dispute Threads.

To maintain transparency and accountability across StateGigs, dispute threads are treated as official marketplace records and will not be deleted upon casual request. A dispute thread will ONLY be removed, purged, or archived under the following strict conditions:
  • Privacy & Data Protection Violations: The thread violates personal privacy rights or data protection laws (e.g., unauthorized PII disclosure or 'doxxing' as detailed in Rule 16).
  • Illegal Content: The thread contains unlawful material, illegal links, or violates federal/state statutes.
  • Baseless or Erroneous Filings: The moderation team determines that the dispute was opened unjustly, maliciously, or by administrative mistake.
  • Official Complainant Retraction: The original complainant formally reports the thread using the built-in system to explicitly withdraw their complaint (e.g., after reaching an amicable resolution or settlement).

19. Do Not Open Dispute Threads for Invitation Selling/Trading Reports.

Filing a formal dispute thread to report issues, suspected [reported claim], or violations regarding invitation selling/trading is strictly prohibited. Such reports do not fall under the scope of our Dispute Center. All reports concerning invitations must be submitted exclusively via our designated sticky thread here. Threads opened in the Dispute Center for these matters will be closed immediately.

20. Do Not Open Dispute Threads Before the Agreed Deadline Has Expired.

Filing a formal dispute thread regarding a transaction or a service delivery before the agreed-upon deadline or payment term has passed is strictly prohibited. You must allow the full allotted time to elapse before initiating a report. Any dispute thread opened prematurely will be dismissed, as the counterparty has not yet technically breached the agreement.

21. Adhere to Moderation Timelines and Do Not Open Duplicate Threads.

If a specific timeframe for resolution has been mandated by the administration, you must wait for that period to expire entirely. Once the deadline has passed, you must use the 'Report' button on your original dispute thread to notify the staff that the terms were not met. Opening a new dispute thread to follow up on an ongoing case is strictly prohibited. All updates must be handled within the existing thread.

22. Do Not Open Dispute Threads for Transactions Conducted on External Freelance Platforms.

Filing a formal dispute thread regarding transactions that took place on external freelance websites (e.g., Upwork, Fiverr, Freelancer) is strictly prohibited, regardless of where the parties initially met or messaged. Our Dispute Center is intended solely for trades executed within StateGigs. We have no jurisdiction over external platforms; therefore, any conflicts arising from third-party services must be handled through their respective dispute resolution systems.

23. Prohibition of Illegal Transactions and Dispute Threads Regarding Prohibited Services.

All transactions, services, or products that violate local laws, statutes, or our internal policies (including but not limited to adult content, illicit goods/services, gambling, or betting) are strictly prohibited on StateGigs. Filing a dispute thread regarding any transaction related to these banned activities is strictly forbidden. Furthermore, filing a dispute regarding any service or activity that is already prohibited by forum rules will not be entertained. Members who attempt to open dispute threads for illicit transactions or banned services will be subject to immediate disciplinary action, including a permanent ban.

24. Dispute Center is Strictly Limited to Commercial Disputes.

The Dispute Center is reserved exclusively for formal disagreements regarding commercial transactions conducted on StateGigs. Disputes involving non-commercial matters, personal grievances, interpersonal conflicts, or community disagreements must be resolved via the 'Report' function for moderation review or discussed within appropriate forum categories. Using this section for anything other than commercial transactional disputes is strictly prohibited.

25. Do Not Open Dispute Threads for Unfulfilled Referral Rewards on External Sites.

Filing a formal dispute thread regarding unfulfilled referral bonuses, missing rewards, or issues related to incentive programs on external websites is strictly prohibited. Referral programs are governed entirely by the terms and policies of the respective host site. Any grievances concerning these rewards must be addressed directly to the administration of the platform where the account was registered. StateGigs cannot mediate or intervene in the incentive policies of third-party platforms.

26. $5 USD Minimum Threshold for Dispute Center Filings.

Opening a formal dispute thread for transactions valued at less than $5 USD is strictly prohibited. For minor disputes under this amount, you are encouraged to post your feedback directly in the user's commercial feedback thread or sales post. Please note that while the Dispute Center does not mediate these micro-transactions, the management team reserves the right to issue warnings or suspensions to users who consistently receive multiple negative reports for small-value transactions.

27. Prohibition of Dispute Threads for Off-Forum Transactions.

Filing a formal dispute thread for any transaction, service, or deal conducted entirely outside of the StateGigs platform is strictly prohibited. Our Dispute Center is exclusively for activities and transactions that occurred within the StateGigs ecosystem. We have no authority or operational capacity to mediate, investigate, or resolve disputes concerning off-forum interactions. Such matters must be handled through their respective communication channels or relevant legal authorities.

28. Enforcement of Agreed Deadlines and Payment Terms.

All members are strictly expected to adhere to the delivery or payment deadlines agreed upon during the transaction. Failure to meet these commitments will be reviewed by the administration. Depending on the length of the delay and the circumstances involved, management reserves the right to issue warnings or permanent suspensions at our sole discretion. Timely delivery and prompt payment are mandatory to maintain your standing on StateGigs.

29. Disclaimer of Liability for Digital Goods and Mandatory Documentation Policy.

The StateGigs management maintains a 'No Warranty, No Mediation' policy regarding secondary-market digital goods. Any dispute concerning codes or accounts is summarily rejected unless accompanied by official third-party forensic evidence (e.g., merchant logs). In the absence of a clear seller warranty, buyers assume all risks. Initiating a dispute thread without satisfying these high evidentiary standards is a breach of forum protocol and will be dismissed.

30. Limitation of Liability & Platform Immunity.

StateGigs.com is a neutral platform and operates as an "interactive computer service" under 47 U.S.C. § 230(c)(1). We are not the publisher of user-generated content and are not liable for any statements, materials, or transactions posted by users.

We do not guarantee the identity, trustworthiness, or legitimacy of any user. All transactions are conducted at your own risk. StateGigs.com, its owners, staff, and moderators are not liable for any direct, indirect, incidental, or consequential damages arising from disputes, [reported claim], or failed transactions.

Maximum Liability: In the event of any claim arising from your use of the platform, our total liability shall not exceed the greater of $100 USD or the amount you paid to StateGigs.com in the preceding 12 months.

31. Dispute Escalation Process.

To ensure a smooth and structured resolution, please follow this process:
  1. Step 1: Attempt private resolution via Direct Message (DM) with the other party.
  2. Step 2: If unresolved, open a dispute thread in this center with all required evidence.
  3. Step 3: Moderation team reviews and provides a recommendation within a reasonable timeframe.
  4. Step 4: If unsatisfied with the outcome, escalate the matter privately by contacting @Admin via DM.

32. Fabricated or Manipulated Evidence is a Banable Offense.

Submitting fake, Photoshopped, or otherwise manipulated evidence in a dispute thread will result in an immediate permanent ban and may be reported to relevant authorities for [reported claim].
